Will we ever see an UTAU revival? I know UTAU Teto has a few decently popular songs that are recent and Rei seems to be the community's favorite now but what about the others? Will we ever see new voicebanks rise to the top like Rei did or at least some interest in classics such as Momo and Defoko?

defoko has been popular still. I still see songs with defoko in them consistently that are recently released. Same with utau teto (although obviously synthv teto is at the forefront). I also think utau being free, open source, and having both windows and linux support (via OpenUTAU) basically ensure we're going to keep getting utau content for years to come. It's hard to find originals with them due to the fact that they're both UTAU. Producers don't care much for UTAUloids outside of Rei, Defoko and Teto so a lot of the stuff you'll find are mostly covers.

I feel like it's worth noting that Gekiyaku and the other ghost Kazehiki recently got Vocaloid 6 voicebanks so a lot of the original music you'll find with them doesn't use UTAU.

I made this sketch recently and came up with a backstory for the character. She's an 80's jpop idol that committed suicide as a result of harassment and stalking. Her passion for music was so strong that it managed to outlive her and she returned as a living dead person to continue singing.

UTAU has had a steady background presence for as long as I can remember. Popular covers from good banks and with an undercurrent of who-banks - it's stable. No need for a "revival".
If anything, the popularity of rei and defoko feels unprecedented to me. There is a new appreciation for choppy banks now that realistic banks are dime a dozen. Maybe the next step is a nostalgia boom for half-realistic UTAU engine noise banks like Ritsu and Renri.

Meiji Gahata used to be a very popular Utau, she was apparently released in collaberation with Lifulu shop. However, since the shop stopped existing, her voice bank was discontinued. (At least, that is my understanding as far as I can tell.)
It was known for being very high quality, and had a fuck ton of append banks. There was going to be an english voicebank of her released in 2016, but it's development was cancelled.
I think more people should make covers (and possibly original songs) with her again, since she was very pleasing to the ears, in my opinion.
Someone made her sing that JP version of Say So (and it seems to be the most recent cover with her I can find), so I'll embed that as an example of her voice.
