Looking at it it could honestly go either way? The models and stage are clearly from MMD but the physics are totally different, so either they animated the movements themself or converted the models to work in another program and animated in that

the physics aren't different, as the other anons pointed above majin (who uses mmd to animate) has a very similar and smooth animation style. they absolutely touched it up in some other software like premiere or aviutl though.

croquis is what i've been using so far to enhance edge lines. if you mean the stroke (white outline) on the models, i do that in post now but you can do it in engine with watari's posthemming. you can download it here

I think it's just MMD with AnimationSmoother. The stage seems like the default MMD stage and the models are clearly Anomaro's. The text and outlines were probably added in After Effects or something.

Actually, Anomaro released her models in several different formats. The MMD ones were just the most popular. (funny enough, they're generally the worst versions of the models as they're all decimated to hell, save for a few outliers here and there converted by other people).
