If you're seeing frames do CTRL + Shift + R (or refresh the page if on mobile). Your browser probably cached an old version of the site from when it still had frames.

But to answer your question, no, frames are not back.

Frames are that thing on the left with board links. 4chan used to have them (and technically they still do but they're disabled by default).
