I can't speculate as to who/why, but the most benign explanation is that they're after money. In effect, all it does is instill users with a sense of dread, killing activity.
Recaptcha seems useless in my experience. Anything related to general competency or even googleable factoids only slows them down…

Blocking endpoints and filtering some url shorteners has (for the most part) worked for us. The only times when we get 'p spam is when they have their own non-shortened domains but I've got my eyes on this site 24/7 so when that IS posted it's deleted immediately. 39ch is meant to be a themed imageboard. Almost like a forum, but for vocaloid fans. So the last thing we want is bots kicking people out of our site by posting disgusting stuff.
